ChatGPT Ads expands across Europe: Why brands in Türkiye should not budget for it yet

OpenAI says ChatGPT ads will expand to 31 European markets on August 24. Türkiye is not on the current official Ads Manager availability table. Brands should prepare their market, measurement and creative foundations, not allocate assumed spend.

OpenAI has announced that ChatGPT ads will expand to 31 European markets from August 24. In the first phase, advertiser access is expected to run through the Ads Solutions team, partner agencies and selected partners, with self-service access indicated for later in the quarter. The development makes advertising inside a conversational product more concrete for media planning. For brands in Türkiye, though, the useful reading is not “let’s put budget into a new channel now.” It is separating the markets and access conditions in which a transaction can actually happen.

The most important distinction for Türkiye is that the market where a user may see an ad is not necessarily the market where an advertiser can access Ads Manager. OpenAI’s official availability page does not list Türkiye among the countries it identifies as available or coming soon. A Turkish brand should not assume it can open an ad account for local targeting in the near term. Brands that already sell into Europe can prepare measurement, creative and landing pages, but should not attach budget or revenue commitments to access that has not been confirmed.

What has changed?

OpenAI’s announcement connects the August 24 expansion with 31 European countries, including Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands and Austria. Initial advertiser-side access will use a limited operational model. The announcement also names CPM, CPC and optimised CPC options, geographic and custom audiences, and measurement components such as the Pixel and Conversions API. That indicates an advertising-buying stack being built around familiar performance concepts.

Ad visibility in ChatGPT, advertiser access and personalisation are three separate questions. OpenAI’s help centre says ads may appear for Free and Go users, while Plus, Pro, Business, Enterprise and Edu plans do not show ads. It also says personalisation in the EEA and Switzerland will not apply at the initial stage. Those user-experience rules do not mean that every brand can open an account or use the same targeting in that market.

Who is affected?

Brands selling into Europe and able to produce strong offers and content in English or local European languages should follow the development closely. Higher-consideration B2B services, education, software, travel planning and niche products may intersect with research moments in a conversation. Yet user intent may not be as explicit as it is in a search query. Until placement, context and frequency are better understood, it is too early to state a confident direct-response potential for the channel.

Agencies in Türkiye will also have two distinct client profiles. A client with a European legal entity or sales operation may become a pilot candidate once official eligibility is verified. A client focused solely on Türkiye should remain on the watchlist. Treating both in one media plan turns an access problem into an apparent performance problem. The first channel assessment should be market and advertiser eligibility.

Confirmed facts and open questions

The confirmed facts are clear: the European expansion has an August 24 date; a 31-market list has been published; the Ads Solutions team, partner agencies and partners are prioritised for initial advertiser access; and a later-in-quarter direction for self-service has been given. Pixel and Conversions API are named in the official announcement. OpenAI also says ads appear below responses and separately from organic answers, and that conversation data is not provided to advertisers.

The unknowns are just as important. The official availability table does not say when Türkiye will become eligible for Ads Manager. Nor does it define how self-service will expand by country, account type or spend threshold. The EEA personalisation limitation shows that targeting choices may vary by market. No assured inventory, cost or access conclusion for advertisers in Türkiye should be inferred from today’s European announcement.

What should brands in Türkiye do now?

First, check market eligibility in writing. Verify the legal entity, country and agency relationship through which an advertiser account could be opened against the official availability page. If you sell into Europe, place target-country, language, payment and customer-support capacity in the same decision table. An expression of interest where Türkiye is not listed is not an invitation or an entitlement to launch.

Second, prepare measurement independently of the channel. Audit what your Pixel, Conversions API and UTM structure are recording, and where web, CRM and sales data meet. A weak measurement and analytics foundation in other channels will not be repaired by moving into ChatGPT Ads. When a pilot becomes possible, the team should already be able to compare against a control group, qualified leads or net revenue.

Third, build creative hypotheses that suit a conversational research context. Develop the offer, evidence, category explanation and landing-page content a user may need at a decision moment. Do not rely on short-lived attention language alone; test alignment between the ad and the page. That preparation asks brand building and performance teams to work together.

Fourth, define the first budget as an experiment fund. When access becomes available, make the first objective a validation of reach quality, auction cost, creative fit and conversion tracking, not a new revenue line. Set a spending ceiling and a stop rule before launch. Avoid a major site release or broad promotion in the same period so the results remain interpretable.

Fifth, protect the user experience. A conversational ad can meet someone in an information-seeking moment. An aggressive promise, unclear price or context-free creative may gain visibility while weakening trust. The approval process should jointly check offer accuracy, landing-page speed, accessibility and customer-support information.

ChatGPT Ads expanding in Europe is a platform development worth monitoring. Fark Studio’s recommendation is for brands in Türkiye to prepare now, but not to treat the channel as planned media spend while Türkiye is absent from the official access table. For teams with genuine European sales, a pilot becomes meaningful once access and measurement conditions are verified.

The channel should not change the aim of performance marketing: reach the right demand with a credible promise and measure a business result. First establish market eligibility, then data and creative readiness, and finally run a capped test. That sequence turns the excitement around a new inventory source into a stronger decision process.
